I have tried self-adhesive felt pads but they always fall right off as soon as anyone sits on a chair and adjusts their position.

Pry out the pegs and replace with the carpeted ones they are available as nail on just like the ones your removing.

Hard plastic pegs are recomended for floor protection.
But if you insist then remove them. They are generally nailed into the bottom of the chair legs. Pry them out with a screwdriver.
