Not if you want them to last.
I would say a minimum of 10".
"Tire book" says 10" and that is a good start.

Yes u can but if u do much wheeling without much tire pressure u run a risk of popping ur bead easily. Also will u are more then likely to get alot of rubbing on ur frame/finder on sharp turns.

33 x 12.5-15 requires 10 inch rim width.
