Where did you delete it from? Dock or Applications folder? Check in your Applications folder then drag and drop on the Dock. If it's not there then download Pacifist from Versiontracker.com or macupdate.com and use it to extract a copy of the System Preferences application from the file archives on the Tiger DVD. The file archives are located in the /System/Installation/ folder on the DVD.
An alternative is to do an Archive and Install.
