Most likely, the controller for the machine has failed. It's possible that the washer has a separate motor for the spin cycle (and that's what has failed) but the controller is the more likely candidate.
You'll need to call a repairman.

Is the belt at the proper tension to spin the tub? Is there water standing in the tub? A tub full of water cannot spin and usually indicates a clogged discharge water pump. Does the machine discharge water? If so maybe out of balance load. Do an even number of like items. Add or detract from load and re-arrange items. Does the machine actually agitate? Many variables for this one. Best of luck to you.

It could be the belt or there is a switch just under the lid that controls the spins cycle (if the lid isn't closed the machine won't spin) Check that switch, if it is loose or burnt up the machine won't spin. Also, some machines have "dog ears" in the agitator that, if worn out, will cause the machine to not spin. contact your local hardware store.

As many of the responders I could guess and give you an answer but without knowing the make and model of your machine my answer would be worth as much as your machine in it's present condition(worthless). There are at least 10 things that come to mind but not worth a tinker's dam without the knowledge of make and model.

May be something caught in the hose such as a sock or other small item, not releasing the water.
Or belt may be broken.
Can be involved so before you spend alot of money, find someone to work on it who knows what they are doing.

Had the same situation whilst my spouse and that i've got been given married. New W&D, moved it ourself. broken the administration panel "interior in the back of the knob" believe this....call a fix guy!!! you will sense greater advantageous and so will your spouse.

Could be a belt...could be a clutch...
Do what I do...give it a shove!!
It should start to spin on its own if you give it a little help to start.

I had a similar problem and it was a belt you might have to replace it.Hope its nothing major.
