the executioner has always had his identity hidden.
the black bag like thing is just to make it so no one sees who he is .
the bag or blind fold for the man who is going to die is suppose to be for the poor guy so he does not have to see all of what is going on .
i think however that is done so the people who do see the execution don't see the true horror of it the eyes bulging out the tongue and color and so on . if they saw all that they just might leave and tell others how freaking messed up this idea of thinking we know more then god and as such we should kill those who kill others is a good one.

To hide his identity. Kinda like the same principle with the firing squad. Only one person has a live bullet in his gun, so when they all fire at once, nobody knows who truly did the killing.

thier eyeballs may pop out, or have a ghastly look on thier face, in a public hanging you may wish to spare your loved ones the image of your bulging eyes as you struggle for air.
oh, the executioners hood, so no one knows who just killed him.

It's for modesty. When you hang someone,Its not the prettiest thing to see they can bite through their tongue and their eyes bulge and can pop out it's just a Gross thing to look at.

The face of the hanged can be pretty gruesome, it is just so the witnesses don't have to see that.
