E.g. Insurance companies want SSNs before they will issue a policy or rate an additional driver for a policy.

As far as I've heard, the SSN is to be used for tax purposes only. Many businesses use SSN as a client identifier rather than coming up with their own numbering schema. SSN system is the intellectual property of the Social Security Administration, thus not to be used by others for record management purposes.

And just a peave of mine, I think the real reason insurance companes want the SSN is to pull credit reports as data to justify increased rates, under the cloak of "managing financial risk". Gee, if a person has poor credit, does it make sense to make things more expensive for them?

What you say makes VERY good sense. Too bad our government wouldn't regulate or change something. I think it's crap that our socials are thrown around everywhere with such disregard. No wonder why there is such a high rate of identity theft.

In filling out an application for employment, yes, it is illegal. Once that employment is obtained, it then becomes necessary for the employer to obtain that information so that they may then file the necessary paper work with state and federal revenue services. The military does just about everything, using the SSN as an ID.
