I have also wondered about this very thing, and I came to some surprising conclusions.
Since no woman is exactly like any other woman- (short, tall, big chested, itty bitties, skinny, plump), it really doesn't matter what your appearance is. As long as you are not nasty looking or smelly, you dress nicely, you know- just appearing to be a healthy person, someone will find you attractive.
Some guys (or girls) will think a short girl is a turn-off. some will be very aroused by a petite woman. It's all subjective, and nobody has the same tastes in what they find attractive.
I guarantee you that somebody will find you sexy and attractive, whether a guy or a girl. Just keep looking- they're out there.
BTW, self-confidence is alsways a positive trait, so keep your chin up.
If you were looking for a formulaic answer (blonde hair, a certain kind of clothing, specific body build, etc.), there really is none for what makes a person attractive. Everybody has their own tastes.

It depends on the female. Each woman has her own allure. Physically, there are so many things that vary from person to person that you're best off checking the Yahoo!Answers beauty thread. But two undeniably sexy things in any woman are intelligence and an open mind.

it all varies from person to person
for the most part, it's physical beauty.
lots of non-physical things can make females sexy, though. being confident, but not cocky, being nice to others, being selfless, having morals and other things that people are attracted to makes them sexy.
