but what if the girl is 17 years old and the other person is 24 years old

There is no such thing as "pressing charges" unless you have a state with very odd laws. Anybody of any age can report a crime to the police or prosecutor. The criminal accusation is made by a prosecutor working for the government. The prosecutor has to be an adult, the person reporting the crime does not.

Forget the legal crap for right now. You and the police can deal with that later.Find someone you really trust over the age of 21. Tell them the whole story. Then go to the police station with that person do not go alone!! If it is really serious consult with a lawyer first and make sure you have all the facts written down and be very clear about them that way you will have a much more solid case for the prosecution which means you will have a greater chance of seeing the justice you deserve!! Most importantly it will give you confidence to move on with your life!!

Depend on what kind of charges. If it is something like suing for damages, find a legal adult, but if it is something serious (criminal) you should go to the police and the state would file charges.

anyone, regardless of age, can make a complaint to the police, who then are obligated to investigate it and press charges if appropriate ... the age of the person who is being charged is what matters as they will be tried as a youth or adult

I would have to say that you need to be a legal adult.

For the most part that's 18.
