Not according to Heraclitus (the philosopher who posited this as an example of his philosophy that all was in flux). Since the river is constantly moving the water you step in once will be completely different a second later. Of course this depends on how you define "river" (is it the water, or the place the river flows?).

Yes but to those who say you can't because the water you jumped in the first time will have washed away maybe you could run after it then jump in it again.My theory is if you are in the same place as the first time then it's the same river.

you can jump in the same river, but the water will not be the same that you jumped in before. it IS possible to jump on the same fish twice though...
