In Dragonquest VIII, how do I get past the checkpoint by Argonia?

I need to get past the checkpoint so I can go into the city that's on the arch spanning the ocean, but I can't get past the checkpoint--they won't let me in. How do I get in?

Have you tried talking ot the King of Argonia? I'm just to the fight with that clown guy after I got the Sun mirror, so I don't know but it seems like he'd be the one to ask for a pass.
