Ahh, I'm guessing you're watching the English Naruto version?
And if you're referring to the Chunnin Exams, then trust me, Team 7 moves on. Sasuke, Naruto, and Sakura too will all continue as ninjas. Without spoiling anything, I'll just say that the "exam" they're taking is more than that, and is designed to test the Gennin in different ways than they expect.

Shes already a genin which mean shes a certified ninja but in the lowest ranking one. if you're talking about the chuunin examination, yes she failed in that exam and only shika passed the exam and become a chunin at the end.

Well...she did tie with INO...unless ties count as passing then yes, Sakura didn't pass the exam...BUT she is still a ninja, just not a Chuunin.

are you talking about the exam kakashi gives or the chunin exams cuase she fails both but is still a ninja

she can be but she got to wait i think 6 months before she can retake the test to get a higher rank, once you get the head ban you are a ninja.
