The 2 most common problems are -
1 - the float needle and seat are worn out - replace them.
2 - dirt, rust or bad gas in the seat, not allowing the needle to seal against the seat to stop the fuel - clean them and install an in-line fuel filter.
To check if the float needle is leaking -
-- Remove the carb and float bowl.
-- Attach the fuel line and turn on the gas.
-- While holding the carb at the same angle as if it were on the quad, lift the floats by hand.
-- The fuel should stop flowing when the float arm is parralel with the carb/float bowl mating surface.
-- That last step is also how to check the float level. If it's off, bend the tang that touches the float needle.
-- If the fuel won't stop even if you lift the floats all the way, then the problem is with the needle and seat. Clean them first and check. Then replace them if necessary.

the needle for the float is stuck open and is causing the gas to keep feeding into the carb instead of the float pushing the needle up when the fuel bowl is full.

Carb. Fuel seat could have a small particle of crud that needs cleaning out,or most likely needs a complete rebuild kit, float and all.
