No, your answer is not correct. 4 out of 2 means 4/2, or that he has a 200% chance of wearing white slacks with a blue shirt.

He has a 3/4 chance of wearing a blue shirt because there are 3 blue shirts and 1 other shirt. He has a 1/2 chance of wearing the white pants. 3/4 * 1/2 = 3/8

If you get really stuck with these kinds of questions, try writing it out in tree form. I can't find a decent example online, but it's a little like doing a family tree, but sideways. Another way is to just list out all the possibilities and circle the results that match what you are looking for:

first blue shirt and white pants
first blue shirt and blue pants
second blue shirt and white pants
second blue shirt and blue pants
third blue shirt and white pants
third blue shirt and blue pants
red shirt and white pants
red shirt and white pants

Those are ALL the possibilities. There are 8 possibilities. Only 3 of them match up with what you are looking for. Therefore, 3 out of 8 or 3/8.

There are 8 possibilities. White with blue, blue, blue, and red, adn blue with blue, blue, blue, and red. There are three instances in which he could wear white slacks and a blue shirt. So the answer is 3/8.
