My dad uses it to mean "taking excessive time doing something" or "moving slower than necessary." Like, if someone's working on something, and they're taking longer than he thinks they should take, they're lollygagging. Or if he's on the road, and the driver in front of him is going too slow, they're lollygagging.

Does anyone else use this word? Because I don't remember anyone else besides him using it.

Many years ago I recall a crusty but likable sports editor posting a memo suggesting too many reporters were `lollygagging around the office' instead of filing their stories.
I was a copy editor (sub editor to those of you in the UK) at the time, so I don't think he was referring to me. :-)
I'm not sure I've ever used the word and I've only heard it infrequently.

Generally I use it in the morning to make my girlfriend move faster. Sometimes she dawdles instead of lollygags, but generally speaking, she mostly lollygags

Everyone at my school uses it:

The Administration
The other teachers
Some of my students

I don't believe that I've heard it used too often anywhere else.

Yes, I use it all the time. But I am a country girl and use lots of words and phrases that most people would not normally use.

I've never said that word in my life and I never intend to, but one of my friend's dad uses it occasionally. So its not unheard of.

I'm a dad & when you have a 12 year-old daughter, it has become a word that use on a regular basis.

i use this word when im irritated at my husband for staying too long in a store...hehe or at the neighbors..he always does this when im in a hurry.

not to often but yes sometimes to show emphesis on how long something's taking
