A party platform is a set of beliefs and broad goals agreed upon by delegates that serve on the platform committee. These national delegates are selected from the state delegates which are chosen from the the county delegates. The shorter version is that the people decide.

Within the party platform are "planks". For example, the Bunny Rabbit Party might collectively agree that saving rabbits from destruction is their goal. They decide to propose legislation banning rabbit hunting, that drivers that hit rabbits crossing the road should be punished, that rabbit breeders will get tax breaks. "Saving rabbits" is a plank. All the planks make up a platform.

By having the platform in written form the idea goes, it is easier for voters to select which party to support. Also, the powers that be can punish or reward their party members that depart from or adhere to the platform.

There are national platforms, state platforms and county-wide platforms. As a delegate to a convention, you are obliged to support the platform after the Platform Committee has presented its recommendations to the convention body and it has been voted upon. Hope this is clear...
