If you're talking about what happens after you donate (or lose) a lot of blood, the first thing that happens is that you retain enough fluids to return your blood volume to about normal. This happens within a couple days.

If you're talking about the actual blood cells themselves, then what happens first is a hematopoietic stem cell in your bone marrow differentiates into one kind of blood cell. These guys are dividing and differentiating all the time, really (old blood is also regularly removed from circulation), but if you've lost blood they will increase the rate at which they do so. It takes about 6-8 weeks to reproduce the amount of cells in just a half litre of blood.

I believe the plasma regenerates first, then the other parts.
