pH is an indicator that some base is there, but I believe you are looking for something more definitive. I can't remember. I know there is one, but I can't remember. I do know that you would take several samples at different depths and locations. Then treat the samples like you would something in a lab. You might see what you can add to the sample to make a precipitate. That's not very good because the sample is not just water and NaOH. Look up qualitative analysis.

NaOH is a base.

The foolproof way is to use a pH strip and test the water. If it is blue it's a base. If it's red it's an acid. If it's orange it's nuetral.

I am not sure, but I think this works:
you could either add an acid (I recomend HCL because it is very easy to obtain. If you need a household chemical, use viniger). There should be a visible change. I would test this, because I am not sure how well it works.
