I'm partial to epics. I would choose one of the following:
Godfather trilogy (part 1 is really the best of the three)
Lord of the Rings (extremely well done and true to the book, but I'm pissed that they left out Tom Bombadil!)
Braveheart, the Postman, and Dances with Wolves (movies I paid full price to see repeatedly and then bought the videos)
There also seem to be a lot of pre-1970 movies that keep coming back or never go away. They must be great if they're still so popular, but I never watch old movies.
(There are some really great movies listed by other answerers here; sorry I left them out. I obviously have to go shopping, too. Some haven't made it into my collection yet.)

Depending on your definition of best movie of all time, what genre the person favors, and what you can handle and what you can't, the best movie is so subjective it isimpossible for me to pick one. The ones listed above are the best movies in my opinion depending on what kind of film you are looking for.
