Depends on their experience and knowledge.

Also depends on what "Better Job" means to them. For some people, it's only about money. For some people, they want to do something that they enjoy. Hard to answer your question without knowing your answer to those things.

I can tell you that many very successfuly people I have spent time with (business owners, sports agents, non-profit directors) all have said that they were very focused on being the very best at something they enjoyed. They worked at the bottom of the barrel and worked harder than everyone else, and the money came eventually.

1. Read "What Color Is Your Parachute" by Bolles.

2. Determine if you want a change in industry, job role or job discipline.

3. Identify organizations that are tacking the type of problems you want to be a part of solving, research them, and find people in your network who can refer you to these companies.

4. Define what a "better" job is for you.

5. Define what you don't want in your next job.

6. Define the transferable skills and experience you have in your present resume that you can sell to get your better job.

7. Organize your resume by skill first then by job chronology

8. Be sure to cite the positive results you have achieved on your resume as companies are purchasing results and skills not job chronologies and descriptions.

9. Determine if you want to work for yourself or others

10 . Persist knowing that the "better" job usually is about to come right when you give up.
