how many USB devices are plugged in? you may be drawling to much current so the USB controller is shutting down.

I would suggest it is your PSU, though I doubt if it is because of a lack of power but possibly an intermittent short circuit. This short circuit then cuts out the power supply probably to the CPU which is why you still see the images on the monitor and a restart just gives the same issue. There is probably a very small crack in a solder joint somewhere which is parting in the heat of starting up the PSU. I would change the PSU anyway, you don't seem to happy with its output so it is a good excuse to get a new one. What I would suggest you also look at is the multi socket you have everything plugged into, presumably you have the printer, router, plus your monitor and PC all plugged into this and you may find this is your power problem not the PSU.

If your power supply failed, your motherboard could have been damaged. Usually, before they quit working, the fan stops and I've actually burned my hand on cases like that. That can't be good.

Plus, if your power supply failed over a period of time, the inconsistent electrical flow or surges can screw with your harddrive and in turn that can currupt system files.

If you can't find anything physically wrong, like what was suggested above, check inside the case and make sure everything is plugged in. If it is see if you have any exclamation points or red x's in device manager by any of the devices you're having problems with.
