Who decides whether it will be an open- or closed-casket service?
The next of kin make that call. We try to encourage them to make it a consensus, because there will be some who want to see this person. Some who may not have seen the person for two or three months, maybe even years. Sometimes families will be adamant and say no viewing. If they say no viewing, then nobody can view.

At presidential funerals the casket is usually closed, but not always. Exceptions were: Lincoln, Garfield, McKinley, Harding and Coolidge. On the Internet, there is for example a photograph of President Coolidge lying in state in his polished bronze casket with the head panel opened; inside of his Elgin casket there is an oval glass lid protecting his remains.

Because, as Commander-In-Chief of the Armed Forces, they handle all the details well in advance of the person's actual death. Since it is military, the casket must be draped in the U.S. flag which cannot be done with an open casket. All soldiers get the same treatment.

Prob cause it is on the tele. There are too many kids out there, that may freak or at least be confused about see a man in a coffin. But Maybe just a coincidence.

Because the body is out for a longer period of time than for a normal funeral and it will start to decay. Yuk. It is also a respect thing.

either something so horrible happened to them that it was indecent Even after redecoration , or the family was ashamed or them. id like it to be open casket just so i can observe

personally i havn't seen any in person but telivised i've only seen 2. so i can't say that they are "always" closed caskets.
