From what I understood there's two meanings of quorum.
The one I usually think of has to do with the minimum people needed to do a specific task, like have an official meeting, take a vote, etc etc.
Are you using it to ask of there's a minimum number of years you've had to have been doing something in order for it to be official?
If that's your question the answer is no, you don't have to have a minimum number of years to have been doing something. You define yourself however you want, and it doesn't matter how many years you've been doing it.
Quorum could also just mean "a select group." Is that what you were talking about?
If so, well there's no offical group that I'm aware of, but I would imagine that in the casual sense yes there is a quorum. Only a select few out of the population fit both of your attributes. But they're definitely out there and you can find them if you wanted to.
Or did you make a typo and mean a quota?
If that's your question the answer no, you can love who you want to love and dress how you want to dress for as long as you want.
I'm hoping that one of these three interpretations was what you were asking. If not, please clarify your question and I'll try to answer you better.
