on the xbox game grand theft auto san andreas i have no stars,which is good,so suddenly i start swimming in the water across to the other side and i suddenly have 4 stars...what did i do wrong?

You crossed over to a restricted are before you are able to. they make it so you can only go so far before completing missions. you can go to just about any of the gaming websites and find a cheat to keep you from being wanted by police.

you probably swam into the area you cant access untill later in the game. see in gta vice city you could get a car and cheat the car so you can drive across water and get across. in san andreas you cant get to the other land without a 4 star warning till later in the game but wait its well worth it! x

That is just the way it works if you try to get ahead of the story.
(No, it makes no logical sense: last I checked it was legal to swim in the bay, but ... it's a game world, and not real life.)

You did not go far enough into the story. As you go through it more parts of the game are opened up for you. Just have patience and eventually you will be able to free roam.

You have to unlock certain missions in order to roam freely all over the map.
Until certain missions are completed you are not supposed to enter certain places on the map.

you get stars because you aren't allowed to go there until the bridge is done building which you have to complete missions for the bridge to start actually building.
