That is like asking what would you rather do? Slit your wrists with a grapefruit spoon, or run a cheese grater over your skin until you bleed to death? In both questions I would answer neither.
Both girls you mentioned are way too over rated, and are equally as horrible as the other.

Mariah Carey, hands down. She is one of the best vocalist of our time, she has a great vocal range, and her voice has a good flow. Beyonce only sound good on some songs. Even though they both can get whiny and annoying.

That depends on how you are evaluating them. Technically speaking, Mariah Carey has a far greater voice range than Beyonce Knowles.

Even though I like Beyonce, Mariah has the edge over her since she has a 9 octave range I think.

That is a loaded question if there ever was one. I think Beyonce is a TECHNICALLY better singer. meaning she can hit more notes precisely, and such as that. I prefer Mariah though, she seems to have more..soul i guess you would call it. it is an indefinable quality that makes some people worth listening to even if their voices are not technically that good. Rod Stewart fits into that category, as do Taylor Hicks, Ray Charles, and many others.
