that do not include rice (not including the American fast food restaurants)? I told my step-mother I thought rice was included with meals, but not a central part of the cuisine.

He can eat breads and noodles, but he must be careful. Some of those foods contain rice powder. Eating even a small amount could have a deadly result.

I live in Tokyo and I do not eat rice for health reasons also.
ramen can be ordered from restaurants with out the side of chahan or fried rice. Usually there are set menus and 単品 (single item )or AKA ala carte.
Soba noodles and restaurants also serve without rice.
As mentioned earlier, there are pasta places almots everywhere. The chain store Pasta Mama ぱすたまま has an octopus as it's mascot, go figure, but anyway they have a good menu that has rice as an option.
Most family restaurants such as Denny's, Royal Host, and Jonathan's have menus with pictures that offer rice as an option.
There are also bread bakery places all over. You simply have to get a tray and pick up the stuff you like.
If your step brother's training will take months, I would suggest to shop for food at a supermarket.
when trying to communicate that one cannot eat something, it may be more effective to say, rice wo taberenai (ライスを食べれない) which communicates that one cannot eat rice.
As a general guide, the farther away from a big city like Tokyo, has less choices and variety. It does not mean that things go totally country and backwards, just not so big city like with the great international flavors and choices.

I generally don't eat rice and I love Japanese. They eat a lot of Sashimi which is just raw fish. They also have alot of grilled meats like beef and chicken. He may need to get someone to write in Japanese that he is allergic to rice and then he can show them at the restuarant to be certain.

Yes, while the Japanese traditional diet includes a lot of rice, ethnic cooking will allow your brother to eat without rice.

A normal Japanese meal consists of rice + something.
However there are so many other foods that your brother can eat. Can he eat noodles and breads?
Japanese, in contrary to most peoples ideas do eat quite a bit of meat, nabe, etc. there is also a lot of fried food, as well as the raw fish etc.

Be aware when he orders food.. make sure the waiter/waitress ask the chef/cook when ordering food if he he is not sure if it has rice products. If he does not read kanji, ask the store seller if the product like soba does not contain rice etc. create food allergy card that fits his pocket and show it to server or store clerk, Some Japanese has also allergies so they will understand his case..I wasn't surprised if a Japanese is allergic to noodles like soba.. Always carry any medication for this kind of alergy with him for safety, it is hard to put the blame to someone. Some restaurants has plastic display of foods, pointing it to the server and asking if this contain rice then tell them that he is allergy, they would understand it..as allergy sounds like a-ra-gi and rice sound the same like rai-su..
..Miso (soybeans and barley or wheat or rice) is a basic element in many Japanese soups, stews and braised dishes.
There are lots of healthy foods in Japan..sure he'll be alright.

Your brother will be fine, there's plenty to eat in Japan. It's important that he knows enough Japanese to make it VERY CLEAR that there must be no rice included in his meal, though.

Brown rice (except you're on a definite weight loss application wanting to circumvent phosphates) is a healthful edge dish. White rice is convenience nutrition and could be somewhat of a important course or a edge dish. it somewhat is eaten anyplace it somewhat is grown or won.

Yes he should be fine.
Just go to Family restaurants like Jonathan's and Denny's.
If I remember correctly he can choose either bread or rice as a side dish and they will substitute as long as you ask when ordering.
When he's in a bind he can always eat noodles.
Stir fried noodles (Yakisoba) or egg noodles (Ra-men) or Flour noodles (Udon) or Buckwheat noodles (Soba).
Also there's always at least one pasta / pizza place in a given neighborhood if he likes Italian.
Even if he forgets to ask for no rice, as long as he doesn't eat it he should be OK. And if he stays in Japan during New Years, tell him not to eat the white rice cake called "Mochi". Mochi can also be found inside hot soba or Udon noodles usually called Chikara Udon / Soba. Other than that, I can't think of a mochi consisting dish....

There are many different things that do not contain rice. I hope he can read the menu or speak a little Japanese. I know that gohan means rice, he can try saying that and shaking his head vigorously.
