The reason you see those channels (especially in hotels, but also on residential cable television) is because they are broadcasting in different languages so that people who speak Spanish or Japanese or Chinese or German can understand what's being broadcast. The overwhelming majority of Africans visiting or immigrating to America are fluent in English, so there isn't a need for channels broadcasting in African languages per se. There are televisions programs dealing with African issues. And if you travel to Africa, there are, of course, African channels. For example, the South African Broadcast Corp broadcasts programs in a number of African languages.
There are a few American networks devoted to African American programming - BET and TV One are national; and there are some regional and local stations that mainly show programming aimed at black people, such as WHUTV in the DC area.

There is, it's called BET...and for a while there UPN too. For more you might want to check Africa's TV listings. Just like the best place geographically to see Mexicans on TV would be Mexico, ja know?
