If one of the nachos is completely mushy and covered in toppings and the other is still partly crunchy, then yes, it is considered one nacho.
If both are crunchy, then no.

I'm now going to make a plate of natchos, ensuring they all stick to each other, and then pick up the thing with both hands and eat it as if it were one ginormous natcho. Mmmm just thinking about all that natchoy goodness has me droolin, and to think, it's just one natcho!

yeah. that's why if two ice cream cones just so happen to end up sticking together, and you're only supposed to eat one, it's still considered one.. :)
