my husband replaced fuses fuel filter relays for fan and fuel pump and it hasnt fixed the issue it still cranks but wont turn over starter alternator and battery are fine and so is computer its a 1996 plymouth neon what u suggest i do and what needs to be fixed and do u feel its worth fixing or need a new car.

Well its a little hard to do a remote diagnosis but here are some thoughts.

First.. you said it starts but won't turn over ? That doesn't make sense .. but lets assume you meant it will turn over but not start.

Cars require three things to fire up. Spark, Fuel, and Air.

Check that you actually have fuel getting to the carb. or jets. Loosening up the connection and watching for fuel leaking or spurting during the cranking will tell you that (no smoking at that point). If you have fuel coming in check the fuel filter to see if it is clogged

Spark,.... have someone crank the engine and, wearing rubber gloves,. hold a spark plug end an half inch or so away from the engine. You should see spark jump from the wire to the engine block. If you do not have rubber gloves on you will notice the spark very quickly. No spark? bypass the ignition key and run a wire from the battery to the coil or distributor. Then try.. the car should spark now.. if not the problem lies in the distributor and related parts. If it starts, the prob. lies in the ignition line from the battery to the key to the distributor.

Air: Check the air filter (unlikely but you never know) and the carborator to see if the choke is stuck shut.

It has to be one of those three things that is missing (assuming that the engine itself is not toast). Once you find out which is not working (Air, Fuel, Spark) you can backtrack to the broken item.

I have the same problem with my 88 grand marquis I replaced the distributor coil to no avail. I'm next going to change the Ignition Control Module. They run about 70-80 bucks but i think It will do the trick

It sounds like the 'coil pack'. Have you husband ground a plug wire to the engine block and check for spark. The coil packs are individual units, and need to be (ALL) replaced if no spark.

They are not 'cheap'...........but it beat a car note.

so i take it it's geting gas but No Sparks have your coil checked out or replace the map sensor tell u the truth i hurd nuthing but bad stuff about Neons

It might be your ignition switch. This happened to me but it was the starter. Are you sure it is not your starter, or alternator?
