Wots the differance whether the horse or dog poos in a posh area or a not so posh area? It's all used by the public and should be cleaned up. You pay for for what goes into your animals mouth, so that makes it yours. So if it's yours when it goes in, then it's yours when it comes out.
I understand that a bucket can't be carried around when out hacking but a couple of strong carrier bags can. I know because I carry carrier bags with me whether i'm out on my horse or walking my dog.
All poo carries diseases whether horse, dog or human.

I personally try and stay off the streets but where I ride I don't really have a choice unless I rent a horse box. I've never had a complaint about my horse crapping in the street because where I ride there all green fingerd and rush out to sling it on their graden (mainly old people with nothing better to do with their time). I do however keep my horse just down the road from where I keep her and If she does a big pile and it's not gone I'll go and remove it. Usually it's a wasted journey though!
Also why the hell would people ride their horse on the pavement if thats the case they should get off and clear it up becuase that isn't nice and they should be riding on the road if anywhere not on the pavement where people walk unless it's a real emergency.
I think it is polite to remove your animals crap but not always possible dog poo is harmfull and smelly horse poo isn't and the birds usually get rid of it pretty quickly anyway.

Its very rare for horse's to be on the pavement so why complain of crap on the road when tractors leave more mess than horse's. Horse poo deteriates quicker than mud. Dogs poo everywhere and anywhere and is a nightmare to get rid of on your shoes and carpets.

I agree, it is very anti social to let your horse crap all over the street in a residential area, and the owner should arrange to have it removed. Mostly however, horse owners live in the country and their poo is deposited in the country lanes which isn't quite so offensive. Dog crap contains meat and stinks to high heaven. Horse poo is vegitarian so it isn't sloppy so if you stand in hit you wont transfer it all over the place. It also doesn't smell so bad. So therefore, I would rather a horse crapped on my front lawn than a dog. Also you can put the horse crap on your roses!

horse poo is a very different substance to dog poo in that it is just digested grass compared with stinking digested meat in dog poo. Also, horses do in in the road not on public walkways. horses should not be riden on pavements & in the UK it is an offence to do so. dogs can spread worms to children through thier poo whereas humans cannot pick anything nasty up from horses poo.

I'm a rider who has worked with numerous people so i inevitable hack out regularly and we mainly go on fields and such, it's o.k on country lanes as not many people go into it or it normally farmers and such.
Dog poo contain diseases and horse manure doesn't which is why the law is more lientant.
But we have had residentances who complain about the mess the horses make and normally we have people with a little spade and such cleaning it up but we do try, if the place isn't too far to walk, to go down with a wheel barrow and clean it up ourselves if it's in a posh area but the country side and beach is fine as it breaks down very easily. Plus it's good for the enviroment.
It's all about manners, a horse owner should be responibilite for their animal and if you are in a posh residance you should, if possible, clean it.

Because horse poo is good for the garden. Very useful as a fertiliser people used to follow horses waiting on them to poo so they could nab it.
And also, how on earth could you pick it up? Many bags would be required and where would you put them if you're riding.

Well since we only have one dog patroller for the whole county it is very rare for anyone to be fined anything.
I do see your point though.
Good question which I just have not lived in a big area where this had been a problem....it does make sense though that both should be fined the same...we own both horses and dogs.

i dont kno about a horse goin on pavement and the owner not gettin fined but they usually let their horses go on their fields besides for an owner 2 pick up horse crap they would need a shovel but to pick up dog crap they can pick it up with a bag so i think that is why they r stricter with dogs than horses

I'm with the horse all the way, dog c*ap is foul,toxic, & carries parasites, horse s*it smells sweet and is good for the soil.
