how do you catch rayquaza on pokemon ranger?

I'm not that sure it is on it.

It is on it but I believe you have to beat the first 2 story missions after you beat the game before you unlock it. If you want instructions, let me know. Where it's at is at the site of where you had to face the 3 bosses in the 10th mission of the main story.
