In UK we have a problem. The House of Lord, which is a self appointed and unelected by the people chamber, forms the Upper House of the Houses of Parliament. The House of Commons, through civil war and all the rest, sees itself as the house where the power base resides.

Even if members of the House of Lords were to be elected by the common people, they would still form an Upper House, which gives it (if only in name) the appearance of seniority over the House of Commons.

The problem we have is that we do need a second chamber to balance each other out so that neither is in complete control. How to achieve this balance is to look at what goes on in USA governance and also in France. Of course these are both republics but that should not stop us looking at what they do and adapting their ideas to suit ourselves.

The problem will not be solved by carrying on as we are. We need two chambers the membership of both of which is chosen by the people at an election or elections. Anything less than this is undemocratic and plain crap.

I would love for it to have the power to impeach a sitting Prime Minister.
