Bus/train/light rail to within 10 miles of Toms River is okay.

Grayhound doesn't have depots directly in Columbus or Toms River (but their link is below if one of their stops is close).

Baltimore Light Rail (which I helped engineer and build BTW) only runs North and South (ending at Hunt Valley). The MTA link is below also.

New Jersey Transit runs into Delaware but I didn't see any stops in Maryland. Their link is below also.

Your route is basically Baltimore (MD) to Dover (NJ).

You might have to develop a combination of these to get where you want to go. A Google map link is included for your reference.

I suspect however that your 172 mi (about 3 hours 14 mins) trip isn't worth plane fare or a taxi.

Take NJ Transit's North Jersey Coast line train to Pt. Pleasant Beach Station
