They sell a special upper lip hair bleach for that exact purpose. (Not the kind you wash clothers with! LOL!)

DO NOT SHAVE THE AREA!! There are inexpensive items at your local drugstore that you can leave in her bathroom discreetly or tell her about. There are individual wax strips that you peel apart, heat and use. These will get the hair out as well as the root, but i found them to still leave sticky wax on my face, even after the blue oil it comes with is used. I have also tried jolen's cream bleach. It is expensive and you have to mix the cream yourself so it takes time. It smells really bad and the fumes sting the eyes. This will turn the hair blonde, but it is still there and can be seen under lights. I use Nair and don't have a problem. Perhaps she needs to leave the Nair on longer. I use the sensitive 3in1 Nair and have to leave it on for about 10-15 minutes instead of the recommended 5-7 minutes. Use a piece of toilet tissue to wipe lotion off face, but press hard. Then rinse with warm water.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Shaving with a razor! it is incredibly person-friendly, speedy, and handy. you're able to do it in the bathe so as that your dermis is moist additionally the warmth water will soften the hairs sufficient for delicate shaving.

never use a bleacher or shaver on your face.
you can try to go to a beaty saloon where u can either have waxing (must be a real proffesional) or laser epilation (quite expensive but still effective and worths to do)
