A national framework is an initiative that was gestated in the bowels of a minister, mutilated by civil servants, allowed to fester in the corridors of Westminster, and served on a bed of incompetence and stupidity to an unbelieving British Public.

Our Constitution fits that bill. Something built upon or structured around. Remind any neo-con friends you may have of this priciple--Under Bush it has been lost in translation.
