So he started out good, but was bad to protect his home planet from Galactus eating it. So He started to work for Galactus until he meet Fantastic Four and Alicia Masters, a blind girlfriend of The Thing, until she marries Silver Surfer. Then He became GOOD

Silver Surfer starts out bad, but turns good The silver surfer is capable of going threw objects, like he is a form of liquid that cant feel pain If he chooses to do so SS can go threw walls, buildings, whatever SS came to earth to start the destruction and chaos for his master GALLACTUS! However the Fantastic Four help see that SS is just being used, even if Gallactus created him.

Galactus gave him the Power Cosmic: Invulnerability, Power Conversion, Ability Boost, Self-Regeneration, Heal Others, True Flight (with or without the board), Elemental Conversion, Molecular Conversion, and Mechanical Creation, Shrinking, Body Coating, Life Detection, Energy Detection, Telepathy, Postcognition, Enhanced Senses, Cosmic Awareness, Life Support, Karmic Tap, and he is still getting new powers as he can manifest them.
The Silver Surfer’s board is a construct of unknown material. It appears to be made from the same reflective material as the Surfer’s body coating. The board is psionically linked to its owner and can automatically respond to his mental commands. It can travel independent of him and return to him if they are separated. When he rides it, the Surfer’s feet automatically adhere to the board’s upper surface. The board has the following powers: True Flight, Dimension Travel, and Phasing.
Concerning his morality: To save his planet, Norrin Radd made a deal with Galatus (the planet eater). Radd would become the Silver Surfer and seek out other planets for Galatus to consume...in return, Galatus would not consume Radd's planet. Radd served his new master for many years helping Galatus destroy many planets perish. This is accomplice to the murder of trillions...thus, to me, the Silver Surfer was truly evil.
As time passed, however, the task of finding suitable planets for Galactus became increasingly difficult. Perturbed that his "Herald's moral compunctions" were preventing him form performing his primary task, Galactus subtly erased form Radd's mind the knowledge of his humanoid origins. Without the ability to distinguish right from wrong, the Silver Surfer could no longer be good or bad.
When the Silver Surfer led Galatus to Earth, he met Alicia Masters, the blind sculptress and girlfriend of the Fantastic Four member, Thing. Masters attempted to befriend the Surfer, sensing his noble demeanor and his inner loneliness. The Surfer's oppressed humanity emerged and so he was persuaded to defy Galactus and aid the Earth.
So ultimately, the Silver Surfer chose to be good, but to me, he is a reformed villian.

the surfer has the power cosmic; given to him by none other than the mighty planet eater, Galactus. Being the herald of Galcatus, the surfer seems to be evill at first premise, but it will be soon found out that if according to comic lore; he will rebel against Galactus, helping the FF for purposes of good!

Galactus created a guy named Norrin Radd who sacrificed himself to save his people,and the Silver Surfer was born. Who was a cosmic agent for Galactus and a bad guy with cosimc powers he could release with devastating force, and he had a board that obeyed his every thought.

The Silver Surfer is defintely of good character. He sacrificed his existence with Galactus to save humanity. He is noble and intellectual, with a regal bearing. As for his powers certainly they include super speed, near imperviousness to harm and super strength.

The Silver Surfer wields "the power cosmic," absorbing and manipulating the universe's ambient cosmic energies. He can augment his strength to incalculable levels, and is almost totally indestructible. He can navigate space, hyperspace and dimensional barriers, and can fly at near-limitless speeds on his board, entering hyperspace when he exceeds light speed. He has even proven capable of time travel on occasion. The Surfer does not require food, drink, air or sleep, sustained entirely by converting matter into energy. He can analyze and manipulate matter and energy, and restructure or animate matter at will, even transmuting elements. He can heal living beings (though he cannot raise the dead), and has proven capable of revitalizing or evolving organic life on a planet wide scale. He can alter the size of himself or of other matter, cast illusions, fire energy blasts, form and manipulate energy constructs, manipulate gravity, absorb and discharge most forms of energy, and phase through solid matter. His senses enable him to detect objects and energies light years away, and to perceive matter and energy in subatomic detail; he can even see through time, and with concentration can achieve limited perception of past and future events in his general vicinity. he is a normal person like you and I, however from another planet, one like earth, I forgot his name, I believe it is Balin Hal.
Well, his planet was in danger of being destroyed by a being called Galactus, he gave his life to save his planet by making a deal with the big guy, Really Big guy. This was to become his apprentice, his front man, his scout, a servant too find suitable worlds to trouble.
No he is not a bad guy, just a person of his word, and with the "power cosmic" well, lets say it is sorta hard to beat him.
The power cosmic, is having the ability to manipulate energy at will, with this ability, well unless you can sneak up on him, you will have a long day.
for example, picture this just about anything you can think, you can make happen.
See, in the trailer he took Johnny into the void of space, no oxygen, no flame, he could have easily zap em and called it a day, however he took him up, and left the rest to Johnny.
