that is changing a ballast not installing one.if there already there than no you don't but if your putting one in for the first time from scratch then yes

I work for the state (NY) and our maintenence crew replaces ballasts all the time. None of them are electricians. To install them as new fixtures, however, an electrician is probably necessary to meet the building's insurance requirements.

replacing a ballast is considered an appliance repair. and does not require a license under the NEC. replacing a fixture however does.

If you know what your doing and your doing it for yourself... no. If your doing it for someone else or working for an electrical contractor then the answer is probably yes.

yes you need to be or , you have to have someone wacth you and make sure you are doing the right thing its like a ensureance thing.
