max out its beauty, but only 4 types of nature then feebas will evolve, they are..Rash,Quiet,Modest and Mild,it is recommended to use the Pamtre Berry,but if your Feeba's nature is Impish,Careful and Adamant,don't bother evolving him as they hate dry pokeblocks, but other natures are okay,if you feed him 12 pokeblocks all over level 23, it will evolve when you level it up

You make the beauty stat higher by feeding it pokeblocks that enhance beauty. After that just train it 1 or 2 levels and it should be a milotic.

You only can do this in Ruby/Sapphire/Emerald. You can catch Feebass in Ruby/Sapphire/Emerald, and red rescue team. Here is a wonder mail code to get it in the wild in Blue Rescue team

To evolve, you need to get feebass to R/S/E. To get it from blue rescue team, you must get febass over to red rescue team and then to R/S/E.
get febass's beuty stat to max. this means only feed it blue pokeblocks. BEFORE YOU DO THIS... SAVE!! If you do it wrong, you can just turn your game off and turn it bck on again. It Helps to have a personality that likes blue pokeblocks. if you are not sure, go to the guy in mossdeep the guy in mosdeep city that tells you. (he is a karate guy in one of the houses) after you max out its beauty, raise it up one level and it should evolve. if it doesn't, you did not max out its beauty.

Max feebras's beauty, it likes blue pokeblocks and once its maxed its beauty, level it up by one level and it'll evolve into Miltoc.
