If you entered with a passport, you entered as a tourist. As a tourist, you cannot enroll your children in school or legally work in the country. Basically, you're illegal aliens.

Your best bet would be to return to the US and apply to immigrate to Canada.

Entering on a passport makes you a tourist as previously stated and thus an illegal resident. You are non entitled to any benefits until you obtain legal status. You are just a tourist in the eyes of immigration law.
