It is very illegal to change imei number on a mobile. If it was easy all of the blacklisted phones would have it done. It is possible but due to it being a no no you will find it hard finding people that will do it. It requires expensice cables and software.
Your best bet is to sell it on ebay (people will buy it as it will still work abroad) and buy a new one.

Simple YOU CAN'T its encrpyted into the phones software. Even if you could change it that wouldnt fix it. you may not have registered the sim,or if the phone is PAYG (pay as you go) the phone will be locked to a network getting it unlocked isnt a major problem. Or possibly the simcard hasent been used for a while, for example if you dont top your phone up it will become inactive within 6 months.

needs unblocking, most shops will do it for you for around a tenner or ring the manufacterer not the operator as its not illegal to get the phone unblocked the service provider only block it to put you off putting another sim in it!
