Anywhere except private property , You bet you do. Dont let natural resources catch you fishing without a license or after they get done with you, you might not have a boat to fish out of anymore. Could get less of a fine and time from murdering someone the way our court system works.

Yes, but cetain states have an age amnesty. For instance, anybody under 16 in California can fish without a licence.
