Depending on the design, you either weight it in the front or toward the back, to get it down the track faster. I suggest a front heavy design and front weights.
There are rules about the exact weight parameters to compete with other troops.

Oh wow, Pinewood derby!! One of my favorite cub scout activities by far. I'd say pile that weight on right to the limit.

my cars did pretty well, I went with weighted and the simple "wedge" shape. The key is in the wheel balance, lots of graphite and good rotation. You can always test them out at home by taping different weights before you glue.

When my son was in scouts he won the pinewood derby.Has been several years ago and my husband nor myself can remember the total weight that the car could not exceed,but he does know that he put all the weight into the front of the car.Have Fun
