Solar system models, papers, etc. are quick and easy if you just want to get a so-so grade, but generally those projects just use other people's raw data and interpretations so it's hard to do original research that will earn a blue ribbon and/or the best grade.
Measuring rates of plant growth using different variables, such as nutrients, water, soil types, sunlight exposure, etc. are fairly inexpensive and require original data and interpretation that may get you an "A" and/or a blue ribbon! For the price of a packet of seeds, a few pots, notebook, and some potting soil, you can do your own research project

Rust and the reasons for it, plant growth with differing enviroments(like different liquid or different light quality), testing consumer products ect. are good things to test for science fair.
