I do not believe you can claim one carrier is best for the whole state of CA. Even if a coverage map shows good service coverage in your area; it is only a good estimate. Ask friends and family about their experience with the carrier they are using.
People who live in the metro areas will probaly do well with T-Mobile. Outside of metro areas it will be split between Cingular and Verizon. I would say Verizon will have you best 3G coverage over Cingular.

Cingular. I've been with them for 6 years. No complaints.
