If you're parked next to someone and you open your car door and it scratches their car, would it be treated the same way as an automobile accident? If not, how would the damage cost be taken care of?

in theory if you follow the legal definition of a road traffic collision then yes it is. try getting the local police to take an interest....dont hold your breath. best bet try to sort it out with them amicably. if that fails you could try the small claims court but will cost you. if the damge is only minor polish it out and take it as one of those things. ps if its gone through the paint put some clear nail varnish over it will stop it rusting at least!

The average door ding dent is @$300 dollars to repair...

If the parking lot has no gate it is considered a public thoroughfare.. therefore is treated like a roadway accident.

No its not an accident. For one why did you park so close to them or why did they park so close to you. Let the insurance company take care of it, that's what they are for.
