A *working* definition might be that zero is an integer which quantifies a count or an amount of null size. This is a bit circular, as the notion of null, or empty, begs the question somewhat.

0 (zero) is both a number and a numerical digit used to represent that number in numerals. As a number, zero means nothing — an absence of other values. It plays a central role in mathematics as the additive identity of the integers, real numbers, and many other algebraic structures. As a digit, zero is used as a placeholder in place value systems. Historically, it was the last digit to come into use. In the English language, zero may also be called nil when a number, o/oh when a numeral, and nought/naught in either context.

'Zero' as a number means there are no units of something. For example, zero frogs means there are no frogs, zero people means there are no people.
Adding 'zero' to a number will make no difference to the number, because you're adding 'nothing'.
Taking away 'zero' from a number will make no difference, because you're taking 'nothing' away.
Multiplying any number by 'zero' makes it zero, because you are saying there are 'zero lots of something'. e.g. 0 x 98 = 0 because there are 'no 98s'.
Diving any number by 'zero' is impossible so the answer is undefined.

Zero is that number which, if added to any number, yields the same number again. It is not nothing, it is a number which allows us to add and subtract, using positive and negative numbers, and using the same arithmetic rules no matter what.
Zero is an invention, but it is a hugely convenient one.
