You have to release the tension on the belt by turning the tensioner with either an L-handle or a longer wrench to remove it. Once the belt is removed, install the new serp. belt around all the pulleys except the one that is easiest to access, then torque up the tensioner, slip the belt over the last pulley and release the tensioner. If the tensioner does not hold tension on the belt, it is faulty and this does happen a lot on the older cars as this is quite a big bearing and its job is difficult. Good luck.
