Like "National Arbor Day" or "Frozen Food Month" or the "National Day of the Cowboy". Is it something the President have to create or sign or something? Would someone have to write to the White House?

Nationally, it has to be something or someone very big. But on the local levels, you could go before the city council or county commissioners to have it recognized by your community. It is fairly common. In our community of just under 20K people, the man who started the volunteer fire department, and served on it for some 40+ years passed away. The city council and county fathers annouced his birthday as his day in the city and county. Now, of course, we don't get that day off or anything. It is just a ceremonial proclamation, but an honor none the less. It's kind of like giving someone the "Key to the City" sort of thing.
