Just mail them to the editor, with a cover letter.

First, you should put together a portfolio. If it's a comic strip, you should have at least 20 strips completed. If you're looking for an editorial cartooning position, then just have a representative sampling of your work.

Once you have a portfolio together, make an appointment with the relevant editor - either editorial page editor (for political cartoons) or whatever their equivalent of style/living/lifestyles editor is, for comic strips.

I think you should go to the Oregonian office and ask them to review your cartoon or article and then if they like you, your in the newspaper.
