promoter is the start of transcription, it signals to RNA Pol complex to bind and start making RNA. So it will either promote or inhibit interaction with the RNA Pol complex. What do you think that will do to the protein level?

Promoter mutations can either turn the gene on constitutively, resulting in overexpression or inappropriate expression of the gene, or it can silence the gene, resulting in a loss of function.
