First of all, examine why you want to be so. I suspect that what you really want is to be popular. At any rate, if your true desire is something else, and this is just a means to an end, find a better way to do it. However, being pretty does have its advantages.

Physical beauty:

Symmetry. It is a commonly agreed characteristic of beauty. For facial features, you can't really do much short of some minor cosmetic surgery. For your body, when you do exercise, try to do so evenly, this is primarily true for guys, but it applies to girls as well (to a lesser degree)

Proportion. You know your own body best, tailor your exercises to mould it as you think best. For a female body, fats can actually be useful in the right places. Don't be too afraid that you will develop ugly muscles, the female body tends to hide them even when the do develop. A word of caution, beware of succumbing to eating disorders. Many who embark on the quest to be pretty often get it. Eat well balanced diets.

Youth. You can often look younger (or if you're young, more vibrant) simply by leading a healthy lifestyle, which involves adequate rest, moderate stress.... blah blah blah, you know the routine.

Fashion. Know what works for you. Befriend clothing that complement you, avoid those that don't. No need to overspend though, simplicity is often just great.

Confidence, character. I'm a guy. To me, the primary quality that I look for in a girl is her character. So if you wish to look attractive, just read what the others above have said. Help your friends out, give your parents an unexpected compliment or smile at others (when appropriate). You may not be the prettiest girl in the world per se, but at least in some peoples' eyes (those who matter the most), you will be.

Re-examine your priorities. You want to be the prettiest girl in the world? I'm not sure that I know many people (if any at all!) who would find a mindframe like that to be pretty at all.

Learn to love yourself for who you are on the inside. The exterior will follow suit. Confidence is the most beautiful thing in the world. Good luck!

my advice is to not want to be the prettiest girl in the world. first of all, you will be constantly obsessing about your looks, like some idiot fashion model, and second, i think that women are more beautiful when they have something special about their appearance, not all that pretty pretty Brittney Spears cuteness.
